This is a server only hotfix. The issues it addresses includes:

1. Automatic publishing refresh when a user's AD group membership changes.
2. Support for Windows 8.1 clients (and we also think 2012 R2 clients).
3. Server Management Console scrolling.

The hotfix requires an email address for tracking the downloads, but approval appears to be automatic.
